Heather Wingate has joined Nomura Holding America to lead the company’s government affairs efforts in the U.S. She also will open a Washington, D.C. office. Wingate previously was head of federal governmental affairs for Citigroup.

Nomura Holding America Inc., today announced Heather Wingate has joined the company as managing director of public affairs to lead the company’s government affairs efforts in the United States.
Heather reports to David Findlay, senior managing director & Chief Legal Officer in New York, and will work closely with the firm’s headquarters in Tokyo.

Heather joins Nomura from Citi where she was Managing Director and Head of Federal Government Affairs since 2003. Prior to joining Citi, she was Special Assistant to the President for Legislative Affairs from July 2001 through February 2003. In this position, Heather promoted the President’s legislative and policy agenda in the Senate, focusing on the Senate Judiciary Committee, Senate Finance Committee, and Senate Governmental Affairs Committee. In addition to her Executive branch experience, Heather also has extensive Capitol Hill experience, including as Chief of Staff to Senator Sam Brownback.
Heather received her Bachelor of Arts degree in Political Science at the University of Kansas and her Juris Doctorate from the University of Kansas School of Law.
