Cerberus Capital Management LP has hired Andrew Frank as managing director. Previously, Frank worked at Stifel Nicolaus where he served as managing director and head of syndication for all debt capital market activity.

Palo Alto, California-based Carbylan Therapeutics, a pharmaceutical company focused on developing treatments that "address significant unmet clinical needs," has raised $65 million in its IPO after pricing its 13 million shares at $5 per share. The stock began trading Thursday on the NASDAQ under the ticker symbol "CBYL." Leerink Partners LLC is serving as lead underwriter. The company's backers included InterWest Partners, Alta Partners and Vivo Ventures.

EnCap Flatrock Midstream will make an investment of $400 million in Nuevo Midstream Dos LLC, a Houston-based midstream provider. Locke Lord LLP advised Nuevo Dos on the transaction while Thompson & Knight LLP advised EnCap Flatrock.

Lindsay Goldberg LLC has made an undisclosed investment in ECS Federal. Based in Fairfax, Virginia, ECS Federal provides technology solutions and engineering services to the U.S. government.

HarbourVest Partners has opened an office in Toronto and appointed Senia Rapisarda as a principal to lead it. Rapisarda's work background includes positions at Nur Energie in London, London Business School, Nomura International and Salomon Brothers.

Hamburg, Germany-based Kreditech, a consumer finance tech company, has named Oliver Prill as chief operating officer. Prill is the former chief executive of Optanus as well as C&A Bank.

Riverstone Holdings LLC has committed to investing up to $500 million in Three Rivers Natural Resource Holdings III LLC. Based in Austin, Texas, Three Rivers III is an oil and gas company.
